John Forney has served as GeoVera’s President and Chief Executive Officer and as a Director since July 2020. John has over 20 years of experience advising and leading catastrophe-exposed insurance entities, including serving as President and CEO of United Insurance Holdings Corp. for eight years immediately prior to joining GeoVera. John received a B.A. in Economics from Princeton University and an M.B.A. in finance from the Wharton School at the University of Pennsylvania. He is a former U.S. Army Infantry officer and a graduate of Ranger School. He also holds the Chartered Financial Analyst designation.
Rex Frazier serves as President of the Personal Insurance Federation of California. He represents PIFC’s member companies before the California State government and provides advice on legislative, regulatory, litigation and political matters. He previously held the position of Vice President & General Counsel of PIFC. Prior to joining PIFC, Rex was an attorney in Los Angeles with the law firm of Pillsbury Madison & Sutro, focusing on insurance and banking issues. Rex previously served as Deputy Insurance Commissioner with the California Department of Insurance, as well as legislative staff in the California State Assembly. He has additionally served in various California political campaigns, including as campaign manager of a successful statewide ballot measure, Proposition 213, in 1996. Rex graduated as valedictorian from McGeorge School of Law at the University of the Pacific and was an Adjunct Professor there for seven years – developing and teaching two courses. In addition, he received graduate and undergraduate degrees in public policy from the University of Chicago.
Victoria Roach , President, has been with CA Fair Plan for 3 ½ years and in her current role for a year. In this role, Victoria advocates for the California Fair Plan’s key role as a temporary safety net for customers unable to find coverage in the admitted market. She ensures operations, fiscal, human resource, technology, and programmatic strategies are effectively implemented across all segments of the organization to enable the association to fulfill its mission. She brings 30 years of insurance industry experience to her current position, with extensive experience in Underwriting, Human Resources, and technology. In her most recent roles prior to CFP, Victoria served as Director of Underwriting and Director of Product Management at Farmers Insurance and was responsible for setting strategic Underwriting direction and development through the analysis of process and metrics and providing innovative solutions to drive business goals and respond to market conditions. Victoria graduated from Cal State University, Fullerton with a BS in Business, Contract Management.
